College Park, GA

Why College Park — and what it means for your property

College Park straddles Fulton and Clayton counties at the edge of Hartsfield-Jackson Atlanta International Airport — making it one of Georgia's most transit-connected STR markets. Film studios in the historic college district, direct MARTA rail access to the airport, and a revitalizing main street create demand from multiple directions for owners who position their properties correctly.

College Park sits in Fulton County, which sets much of the regulatory and tax picture for property here. We track those rules per address rather than per city, because they rarely stop neatly at a city line.

What stands out about College Park

  • MARTA College Park station provides direct rail connection to Hartsfield-Jackson and downtown Atlanta
  • Film studios in Historic College Park draw production crews to a MARTA-walkable location
  • 5 minutes from Hartsfield-Jackson — strongest airport-proximity demand in the south metro
  • Historic College Park main street revitalization creating an emerging local destination character
  • Fulton County STR compliance support — airport-area requirements handled by ATLStay

How long-term rental management works in College Park

What Full-Service Management Actually Covers

Most owners reach us after managing a rental themselves for a while. It usually works fine — right up until a water heater fails on a Friday night, or a tenant goes quiet on the 8th of the month, or a renewal slips past and a below-market rent rolls forward for another year. The real cost of self-managing is rarely the money. It is the attention.

Full-service means we own the entire lifecycle. We assess what the property needs to lease well, photograph and market it, screen applicants against a written standard, prepare and execute a Georgia-compliant lease, complete a documented move-in inspection, collect the rent, handle maintenance, inspect on a schedule, account for every dollar, and negotiate the renewal before the lease runs out. When something goes wrong, we fix it and then tell you exactly what happened.

Screening Is the Decision That Sets Up the Next Two Years

Nearly every bad landlord story starts with a rushed approval. A vacant month feels expensive, so the first applicant with a pulse gets the keys. Twelve months later that decision has cost several times what the vacancy would have.

We screen every adult applicant the same way, every time: verified income measured against a written threshold, full credit review, rental history with prior landlords contacted directly rather than by emailed form, employment verification, and public-record review for prior evictions. The standard is written down before the property is ever listed. That matters for quality, and it matters for Fair Housing — criteria that shift depending on who is asking are exactly how owners end up in a complaint.

What long-term rental management looks like in College Park specifically

College Park is the rare Georgia city with a codified rental ordinance, and every multi-family owner here needs to read it. Chapter 5, Article V, Division 3 — the Multi-Family Residential Rental Ordinance, as amended by Ordinance 2024-16 — requires owners of multi-family residential property in the city to hold an occupational tax certificate and, before the initial certificate, to supply a code compliance certificate covering 100 percent of the property inspected within the preceding twelve months. Thereafter an annual code compliance certificate must cover at least 20 percent of the units, with every unit inspected at minimum every five years, and exteriors on the same 20-percent-a-year, five-year cycle.

The 2024 amendment is the part owners get wrong. Routine inspection under subsection (b)(1) "is not required for all multi-family rental properties with nine (9) rental units or less" — but the same subsection preserves a tenant's right "to request an inspection in writing prior to occupying the rental unit, even if the applicable rental unit is exempt," and if requested, the full inspection regime applies at the owner's cost. Since July 1, 2024 the city has also required apartments to hire certified inspectors for their moving inspections. Note the drafting: this hangs on an occupational tax certificate under O.C.G.A. § 48-13-5, not on registration, because O.C.G.A. § 36-74-30(b) forbids any Georgia local government from requiring registration of residential rental property.

Failure has teeth beyond a fine. The ordinance provides that failure to supply the code compliance certificate shall, upon a judicial determination, be a condition constituting probable cause for inspection by the city building official — at the owner's sole cost, with unpaid costs becoming a lien collected as taxes. Dispossessory jurisdiction stays with Fulton County Magistrate Court, whose South Annex Service Center is at 5600 Stonewall Tell Road here in College Park.
